California Water Service (Cal Water) officially completed its acquisition of Palm Mutual Water Company on July 1, 2026, absorbing the smaller water utility's assets into its Bakersfield District operations. The San Jose-based company announced the deal's close after clearing all required regulatory hurdles, marking a significant expansion of its Central Valley footprint.
Cal Water first announced its intent to purchase Palm Mutual in May 2025. The transaction required approval from the California Public Utilities Commission before it could move forward — a standard requirement for utility acquisitions in the state — and that green light ultimately paved the way for Tuesday's closing.

With the transaction now finalized, former Palm Mutual customers will transition to Cal Water service under the company's existing Bakersfield District infrastructure. Cal Water did not disclose the financial terms of the deal or specify the number of customers affected by the change in service provider.
The acquisition reflects a broader trend of larger regulated utilities absorbing smaller mutual water companies, which are often community-owned systems that can face challenges funding infrastructure upgrades and meeting evolving regulatory standards. Cal Water's Bakersfield District now takes on both the assets and the service obligations previously held by Palm Mutual.
